DataGM is the Greater Manchester Datastore. It was developed as a part of a research project, Open Data Cities project, which used a process of participatory design and innovation to move the Manchester city region towards adopting, in specific terms, an open data framework in the form of DataGM, and, in general terms, openness. DataGM is itself a research prototype for civic infrastructure and policy developed through participatory design and innovation.

Open Data Cities was an action learning project co-devised by Hemment (50%) that set out to investigate how a city would evolve if all data were made open. Research and investigation of Open Data policy and practice internationally took place alongside steps to test out applicability in the UK context. A process of participatory design and innovation in the Greater Manchester city region took place by engaging policy makers, data managers, and supporting a grass-roots developer community. The Open Data Cities project has led to the creation of new digital infrastructure, in the shape of DataGM - the Greater Manchester Datastore - providing a framework and a resource for people to analyse, improve and build new services.
