The nuclear safety regime in the UK assumes the operator of a nuclear station is also the design authority (as was the case under the CEGB). Since the privatisation of the electricity supply industry and the sale of the nuclear businesses, this is no longer the case. This paper, by comparing the industry with the dysfunctional safety regulatory arrangements in the rail industry, drew attention to the mismatch of responsibilities. Since the conference, many senior figures in the industry have said they agree with the conclusions and the NII is reviewing the regulatory structure.
