This paper reports on a multi-national research project conducted in 1994-7 and funded by the EU. The aim was to discover the most effective methods by which public institutions could promote rural development in agriculture and other sectors, and in the varied geographical contexts of the lagging regions of northern and southern Europe. The paper describes the research methods and principal results of the various surveys. The report's key recommendations are described for more effective rural development policies by public institutions.
