Abstract

This article recounts the origins and early development of the International Centre for the Uplands - Cumbria. This was set up in the wake of the foot-and-mouth epidemic. The Centre worked with public-sector organisations and communities on issues of concern for upland development, in a manner that transcended traditional academic and administrative boundaries.
